Step-by-Step Instructions
Step 1: Boil Pasta
Bring a pot of water to a rolling boil. Add the pasta and cook according to package instructions until . Drain and set aside.
Step 2: Sauté Vegetables
Heat 1 tablespoon of oil in a pan. Add garlic and for until fragrant. Add chopped onion and cook until translucent. Then add chopped capsicum and for until slightly tender-crisp.

In a separate pan, melt 1 tablespoon of butter. Add 1 tablespoon of maida (all-purpose flour) and stir continuously for to form a smooth roux. Cook until the raw smell of flour disappears.
Step 4: Add Milk and Seasonings
Gradually add 1 1/2 cups of milk to the roux, stirring constantly to prevent lumps. Continue to stir until the sauce thickens. Add oregano and chili flakes, mixing well to combine.
Step 5: Combine with Vegetables and Cheese
Add the vegetables (garlic, onion, capsicum) to the white sauce. Stir in the grated cheese until it melts and is fully incorporated into the sauce. Add salt to taste.
