Take steamed potatoes in a bowl. Mash them thoroughly using a potato masher until smooth. For an extra smooth dough, sieve the mashed potatoes through a fine-mesh strainer.
Measure approximately 1 cup of the smooth mashed potatoes. Add 5-6 tablespoons of rice flour, 2 tablespoons of all-purpose flour, salt to taste, 1/2 teaspoon of crushed black pepper, and 1 teaspoon of red chili powder (optional) to the bowl.
Mix all the ingredients well and knead them into a soft, pliable dough. Ensure there are no lumps and the dough is smooth.
Take a medium portion of the dough and flatten it. Roll it out evenly on a clean surface using a rolling pin until it's about 1/4 inch thick. Sprinkle sesame seeds over the rolled dough and gently roll over them again to press them in.
Using a round cookie cutter (approximately 2-3 inches in diameter), cut out small circles from the rolled dough. Then, use a smaller round cutter or a piping nozzle to cut out the center of each circle, forming potato rings.
Heat oil in a pan over medium heat. Once the oil is hot enough (a small piece of dough should sizzle immediately), carefully place the potato rings into the hot oil. Do not overcrowd the pan.
Fry the potato rings for 3-4 minutes on each side, turning occasionally, until they turn golden brown and crispy. Once fried, remove them from the oil and place them on a plate lined with paper towels to drain excess oil.
Serve the crispy potato rings hot as a delicious snack. They are best enjoyed fresh.
