In a small bowl, add a pinch of saffron and pour 10ml of rose water over it. Let it soak for at least to infuse the flavor and color.
In another bowl, combine 150gm of corn flour with 300ml of water. Mix well until there are no lumps and the mixture is smooth.
In a large pan, add 250gm of brown sugar and 200ml of water. Heat it on medium flame, stirring occasionally until the sugar dissolves completely. Once it starts boiling, add 125gm of white sugar and continue to stir until it dissolves and the syrup comes to a rolling boil.
Once the sugar syrup is boiling, slowly pour the prepared corn flour mixture into the pan while continuously stirring to prevent lumps. Continue stirring constantly for until the mixture thickens considerably and turns into a glossy, dark brown halwa consistency.
Add 1 tablespoon of white sesame seeds and a pinch of salt to the thickened halwa. Mix well. Then, pour in the saffron-rose water mixture and stir until fully combined. Finally, add the roasted almonds and cashews, mixing them thoroughly into the halwa.
Add 2-3 tablespoons of ghee to the halwa. Continue stirring and cooking for a few more minutes until the ghee is absorbed, the halwa leaves the sides of the pan, and reaches a firm, chewy consistency. It's ready when it forms a mass.
Transfer the Omani Halwa into serving bowls. Garnish with extra almonds if desired. Serve warm or at room temperature.
