Pour 2 liters of milk into a large, heavy-bottomed pot. Place the pot on the stove and turn on the gas to medium-high heat. Bring the milk to a boil, stirring occasionally to prevent it from scorching at the bottom.
While the milk is boiling, thoroughly wash 200 grams of Basmati rice under running water until the water runs clear. This helps remove excess starch.
Once the milk comes to a rolling boil, add the washed Basmati rice to the milk. Stir well to combine the rice with the milk and ensure it doesn't clump together or stick to the bottom.
Add 2 tablespoons of raisins, 5-6 chopped cashews, and 1 tablespoon of chopped pistachios to the milk and rice mixture. Stir all the ingredients together.

Once the rice is cooked and the kheer has reached a desired thick consistency, add 1/2 teaspoon of cardamom powder and 1 cup of sugar. Stir thoroughly until the sugar completely dissolves into the kheer.
Bring the kheer to one final boil after adding the sugar, then turn off the gas. The kheer is now complete and ready to be served. You can garnish it with additional dry fruits if desired. Enjoy this delicious and aromatic Kheer!
