Measure 1.5 cups of rice and place it in a container. Add water and wash the rice once thoroughly, gently rubbing with your hands to remove excess starch. Drain the water.
Add the washed rice to a pot with sufficient boiling water. Cover the pot with a lid and cook until the rice is tender and most of the water has been absorbed, which takes approximately 15-20 minutes. Stir occasionally to prevent sticking.
Once the rice is cooked and tender, pour 750ml of milk into the pot. Stir well to combine the milk with the cooked rice.
Add 250gm of sugar to the rice and milk mixture. Stir continuously until the sugar dissolves completely into the payasam.
Sprinkle saffron (Kesar) strands over the payasam for flavor and color. Stir gently to incorporate.
Continue to simmer the Paal Payasam on low heat, stirring occasionally, for another 5-10 minutes until it thickens to your desired creamy consistency. Once ready, serve warm or chilled.
