Add 1 tsp sugar to the hot oil and stir continuously with a wooden spatula until it and turns a dark brown color.
Add the whole spices (2-inch cinnamon stick, 1 tsp black peppercorns, 1/4 tsp nutmeg, 2 bay leaves, 3 green cardamoms, 1 black cardamom, 4-5 cloves, 1 mace) to the sugar and oil. for a few seconds until fragrant.
Add the sliced onions to the pan. the onions on medium heat, stirring frequently, until they turn dark brown and translucent. This process helps build the base flavor and color for the curry.
Once the onions are dark brown, add the remaining 1 tbsp ginger-garlic paste. for a few minutes until the raw smell disappears and it blends with the onions.
Add 1 tsp turmeric powder, salt to taste, 1 tsp red chili powder, and 1 tsp garam masala powder to the pan. Mix all the spices well with the onions and ginger-garlic paste.
Add the mutton to the pan. Mix thoroughly with the onion-spice mixture. Cover the pan and cook on medium-low heat for without adding any water. The mutton will release its own juices. Stir occasionally to prevent sticking.
After , uncover and continue roasting the mutton, stirring frequently and scraping the bottom of the pan, until the oil starts to separate from the mixture and the color deepens significantly. This stage takes about . Ensure the flame is medium-low to prevent burning.
Once the mutton has roasted well and the oil has separated, add enough hot water to just cover the mutton pieces. Mix well.
Cover the pan and on low heat until the mutton is tender. This will take approximately to , depending on the quality of the mutton. Check for tenderness by taking a small piece out, cooling it in water, and trying to break it. If it's still tough, continue cooking.
Once the mutton is tender, continue cooking for another , stirring occasionally, until the gravy thickens to your desired consistency and the oil floats on top. Add 1.5 tbsp ghee and 1 tsp garam masala powder. Stir well to combine.
Serve the hot Kosha Mangsho with rice, roti, or paratha.
