In a large pan, add 1 cup besan and 2 tbsp rava. Roast on low flame for until it turns aromatic.
Add 1/2 cup ghee to the besan and rava mixture. Mix well and continue roasting on low flame for until it is well combined and the color changes slightly.
Add 2 tbsp room temperature milk to the mixture. Mix well on low flame. The mixture will turn frothy and develop a grainy texture.
Add 1/2 cup sugar and mix well. Continue stirring until the sugar caramelizes. Then add a few strands of saffron, a pinch of saffron food color, and 1/4 tsp cardamom powder. Mix everything thoroughly.
Gradually add 1 cup of hot water in batches, stirring continuously. The besan will absorb the water and the mixture will begin to thicken. Continue adding water and stirring until all the water is absorbed and the halwa reaches a soft consistency.
In a separate small pan, heat 2 tbsp ghee. Add 2 tbsp cashew, 2 tbsp almonds, and 2 tbsp raisins. Fry on low flame for until the nuts turn golden brown and crunchy.
Add the fried nuts to the prepared halwa and mix well. Serve the instant halwa hot.
