Carefully transfer the fish to a new, clean serving plate. Top the fish with 2.5 tablespoons of finely garlic, the scallion, ginger, and chili pepper. Heat 3-4 tablespoons of vegetable oil until smoking hot, then pour it evenly over the aromatics on the fish. Finally, pour the prepared seasoned soy sauce all over the fish. Serve immediately with white rice.
